Gust Rosenfeld elected Christopher W. Kramer as a capital member of the firm and Zach Sakas and Phyllis Smiley as partners of the firm. The new appointments were effective at the start of the New Year.

Kramer’s practice has been based around eminent domain and condemnation litigation for the last 30 years. He represents condemning authorities in Arizona, Nevada and California. He also represents private clients and serves as a mediator or arbitrator in disputes. Kramer holds a B.S. from Illinois State University and his J.D. from the University of Notre Dame.

Zach Sakas
Zach Sakas

Sakas focuses his practice on public finance, and has a broad bond counsel experience, providing advice to municipalities, universities, school district and special taxing districts. Sakas also works with underwriters for transactions. Sakas holds a B.S.B.A. from the University of Arizona and a J.D. from the University of Texas. He volunteers time with the Phoenix Art Museum Men’s Art Council.

Phyllis Smiley

Smiley’s practice revolves around all aspects of municipal law, including general legal advice, contracts, employment, open meeting law, elections, land use, real estate transactions, telecom, and eminent domain. She works as the City/Town Attorney for multiples cities and towns in Arizona. Phyllis’s litigation experience includes condemnations, quiet title, discrimination, civil rights defense, campaign finance enforcement actions, and transaction privilege tax collections. Phyllis holds a B.Ed. from the University of Michigan and a J.D. from Arizona State University. Phyllis is currently serving as the President of the Arizona City Attorneys Association.
