Julian Anderson, President of the Rider Levett Bucknall North American practice and a member of the global board, is responsible for the overall management of the practice and client liaison. His project experience ranges from $100,000 to several billion dollars, providing advice on construction cost, conditions of contract, contract documentation and contract administration.
As a certified cost consultant and licensed general contractor, Julian has provided ‘expert witness’ advice in legal hearings on numerous construction related disputes such as: demand for quarried material, cost of repair of defective construction, cost of repair of hurricane damaged buildings, replacement cost, schedule disputes, auditing of time and material cost disputes, historical construction cost estimates, cost and schedule of new construction in lease renewal disputes and cost and schedule implications of change order work and claimed additional work.
Julian was highly involved in the draft and adoption of Arizona HB 2470, which requires state and government buildings in excess of 25,000 SF to consider economically effective options for extending the life of existing buildings. As a result of the bill, over a six month period building life extension studies conducted on 80 Arizona state buildings resulted in a more sustainable approach to development and saved Arizona taxpayers over $26 million. This bill was adopted by the American Legislative Exchange Council as “model” legislation for all 50 states.
