The Arizona City Attorneys Association (ACAA) has announced that Gust Rosenfeld Attorney Phyllis Smiley has been elected as president of the ACAA.

Smiley begins her one year term immediately.

“I am honored to be elected President of the ACAA. The ACAA provides an important forum for Arizona’s city attorneys to discuss legal issues affecting their cities and towns as well as developing vital relationships with their peers,” said Smiley. “I am excited to serve alongside my fellow city attorneys in this capacity.”

Gust Rosenfeld partners Andrew McGuire, Public Law Group Section chair, and Susan Goodwin have both served as President of the ACAA.

The ACAA is an affiliate group of the League of Arizona Cities and Towns. The ACAA is comprised of attorneys, assistant attorneys and deputy attorneys for the 91 cities and towns in Arizona.

Smiley’s practice is focused on all aspects of municipal law, including general legal advice, contracts, employment, open meeting law, elections, land use, real estate transactions, telecom, and eminent domain. She serves as City/Town Attorney for multiple Arizona cities and towns and provides support for other municipalities represented by the firm. Smiley’s litigation experience includes condemnation, quiet title, discrimination, civil rights defense, campaign finance enforcement actions, and transaction privilege tax collections.
