PCL Construction, Inc. announce that the 24th Street Water Treatment Plant Rehabilitation project, delivered by PCL Construction as Construction Manager at Risk in partnership with Carollo Engineers for the City of Phoenix, has been named the Arizona Water Association’s 2026 Water Treatment Project of the Year.

The award, presented at the AZ Water’s 99th Annual Conference and Exhibition reception, recognizes excellence in water infrastructure projects that demonstrate innovation, technical complexity, and a lasting benefit to the community. This recognition highlights the collaborative effort and dedication of the project team in delivering critical improvements to one of Phoenix’s essential water treatment facilities.
The 24th Street Water Treatment Plant Rehabilitation project strengthens the City of Phoenix’s water system resilience, helping mitigate the impacts of prolonged drought conditions and reductions to Colorado River water supplies.
“Despite pandemic-era supply chain challenges, our team successfully navigated constraints to meet the project timeline and maintain uninterrupted water service for nearly 400,000 residents in northern Phoenix,” said Ankur Talwar, PCL’s Civil Infrastructure district manager. “We are honored to receive this award and to be recognized for the collaboration and commitment that made this critical infrastructure project possible.”
