Cushman & Wakefield announced three new appointments to the Risk Management Services (RMS) division, headed by former New York City Police Commissioner Raymond W. Kelly. New York Police Department (NYPD) veterans Phil T. Pulaski and Michael J. Farrell join as Managing Directors and David C. Kelly joins as a Director.

This first comprehensive offering of any Commercial Real Estate Services firm provides clients tailored solutions to manage and mitigate risks around the world. These include physical and cyber security intelligence, crisis management, due diligence/site selection and emergency preparedness.

Phil PulaskiPulaski served as Chief of Detectives of the NYPD. Prior to that, he had been Deputy Commissioner of Operations. He also served as Commanding Officer of the Intelligence Division, the Counter Terrorism Bureau, the Detective Boroughs in both Manhattan and the Bronx, the Forensic Investigations Division which is comprised of the Bomb Squad, the Police Laboratory and the Crime Scene Unit, the DNA Liaison Unit and the Latent Print Section. In addition, Pulaski served as a Managing Attorney in the Department’s Legal Bureau and as a Coordinator of the NYPD’s chemical, biological, radiological, nuclear/hazardous waste investigative programs.

Prior to joining the NYPD, Pulaski worked as a civil engineer for the U.S. Environmental Protection Agency. He has also taught as an Adjunct Assistant Professor at John Jay College of Criminal Justice. Pulaski holds a law degree from St. John’s University School of Law as well as a Master’s in civil engineering and a Bachelor of Arts in chemical engineering from Manhattan College.

Michael FarrellFarrell served the NYPD as the Deputy Commissioner, Strategic Initiatives. He was responsible for research, policy analysis, program development and evaluation activities. Farrell also oversaw the department’s quality assurance and auditing programs as well as managed the crime analysis and resource deployment functions, which were instrumental in crime reduction programs. In addition, he earlier served as Deputy Commissioner for Policy and Planning for the NYPD and Director of Special Projects.

Previously, Farrell served as the Deputy Director of Criminal Justice for New York State, where he provided oversight and coordination of the state’s criminal justice agencies. He began his career as a program analyst for the National Justice Institute in the U.S. Department of Justice. Farrell received a Bachelor of Arts from New York University and an Masters in Public Administration from the NYU Wagner Graduate School of Public Service.

Kelly comes to C&W from the New York law firm of Sullivan & Cromwell, LLP where he was Director of Security. Kelly was responsible for the identification, development, implementation and management of all security strategies and programs for the firm. His duties included crisis management and contingency planning, information security, investigations, incident management, physical security and security awareness training.

david_kellyPrior to Sullivan & Cromwell, Kelly served with the NYPD as Assistant Commissioner, Counterterrorism. Kelly led the department’s initiatives on risk assessment and mitigation for sensitive and significant properties throughout New York City. He also developed security plans and security design criteria for major real estate development projects in coordination with public and private sector partners. Kelly previously served as commanding officer of the Threat Reduction/Infrastructure Protection Section and the Terrorism Threat Analysis Group within the Counterterrorism Bureau and the Special Litigation Support Unit within the Office of the Deputy Commissioner, Legal Matters. Kelly received a Bachelor of Arts degree from New York University.
