His background includes leading regional construction and development efforts, advancing key public-private initiatives, and serving as mayor of Tempe, Arizona.

Tanner expands transfer pricing expertise in Phoenix

Tanner LLC, a leading accounting and advisory firm headquartered in Salt Lake City, Utah, is proud to announce the expansion of its Transfer Pricing team in Phoenix with the addition of two experienced professionals: David Cheney and Harmony Loy Sessum. David Cheney will serve as Tanner’s Phoenix market leader for Transfer Pricing, bringing more than 30 years of transfer pricing experience to help Tanner establish and grow its transfer pricing capabilities in both the Arizona and broader Southwest markets. Prior to joining Tanner, David helped to establish and lead a transfer pricing team in the Phoenix market for a Big Four firm. During his extensive career as a transfer pricing specialist, he has advised global companies across a wide range of industries—including semiconductors, manufacturing, renewable energy, transportation, technology-enabled services, and consumer goods—on structuring and defending complex transfer pricing arrangements. With advanced degrees in economics and business, his expertise spans the implementation of global operating models, intangible property migrations, cost-sharing agreements, global documentation strategies, and intercompany financial transactions.

Joining Dave in Phoenix is Harmony Loy Sessum as a Transfer Pricing Director. Harmony consults on all aspects of intercompany pricing arrangements between related business entities. Her areas of focus include analyzing transfers of intellectual property, transfers of tangible goods, provision and receipt of services, and intercompany loans and other financing transactions. Harmony has advanced training in mathematics, accounting, and project management that she applied during her 10 years of experience in transfer pricing at a Big Four firm where she served a broad client base. Harmony provides consulting, documentation, and planning for multinational clients including the preparation of OCED Master File reports, local country transfer pricing reports as well as country-by-country reporting under BEPS. She has worked on a diverse range of transfer pricing engagements from advance pricing agreements, audit defense, dispute resolution, royalty rate calculations, and IP valuations. A Phoenix transplant of nearly 20 years, Harmony’s client base includes companies in the SaaS, direct selling, manufacturing, retail, and renewable energy industries.

Bo Dul joins Coppersmith Brockelman
Coppersmith Brockelman is pleased to announce that Sambo “Bo” Dul, one of Arizona’s most prominent attorneys in election, political, and public law, is joining the firm to co-lead its nationally recognized elections and public law practice alongside Andy Gaona. Working with their colleague Austin Yost, they will guide the next phase of that practice’s continued success. The former top legal advisor to Gov. Katie Hobbs and a former Arizona state elections director, Dul will strengthen the firm’s litigation, election, and public law capabilities for clients navigating the most challenging, sensitive, and complex matters.

Dul’s career spans work both in leading national law firms and high-level government offices. After nearly a decade in private practice, she left the partnership at Perkins Coie LLP to serve as state elections director, then general counsel and senior advisor to Hobbs during her tenure as Arizona Secretary of State. In those roles, Dul’s leadership secured free and fair elections in Arizona in a time when the country faced the unprecedented challenges of a global pandemic, efforts to undermine public confidence in election processes and results, and increasing threats and harassment against election officials. After Hobbs was elected governor, Dul stepped up to build and lead the governor’s legal team, serving as the office’s chief legal advisor on a broad range of high-stakes issues touching on nearly every aspect of Arizona government.
Dul’s commitment to democracy and the rule of law – and to excellence, integrity, and service in the practice of law – is rooted in her lived experience. Born in Cambodia, she was only a year old when her family fled the aftermath of the Khmer Rouge genocide. They lived in a refugee camp for four years before rebuilding their lives here in Arizona.
“Because of this experience and perspective, I don’t take our country or state for granted. She’ll also bring deep experience to the firm’s litigation practice, having managed a broad range of significant litigation in her former role as general counsel to both a governor and secretary of state and led complex election and commercial litigation in private practice.

With more than 12 years in the behavioral health field, Flack joins Horizon Recovery with a track record of success across admissions, business development, marketing, billing, and operations. He was drawn to Horizon Recovery’s culture of clinical excellence and innovation and is passionate about building healing environments that lead to lasting change.

Originally from Goodyear, Flack received his MBA from the University of Phoenix, a BA in business leadership from Northern Arizona University, and an AA in marketing from Maricopa Colleges. As a resident of Desert Ridge and a father of two, he currently sits on the Scottsdale Youth Community Coalition board and is a mentor to many in the behavioral health industry.
In Barhite’s role as the Director of Operations, she will oversee the day-to-day systems across Horizon Recovery’s homes, transportation, and staff management, ensuring compliance, team accountability, and a values-driven culture. A behavioral health veteran, Barhite brings heartfelt dedication and a well-rounded perspective shaped by her experience in reentry programs and direct client care.
