John Louis, a senior engineer in the Tempe, Arizona office of WSP | Parsons Brinckerhoff, a global engineering and professional services organization, is the recipient of a 2016 Arizona Transportation Legacy Award.
The Legacy Awards are presented annually by the Arizona chapter of the American Council of Engineering Companies (ACEC). The awards recognize outstanding individuals from government, private practice engineering, construction, education or industry who have made a significant contribution to transportation in the State of Arizona.
Louis joined WSP | Parsons Brinckerhoff in 2005, following a 33-year career with the Arizona Department of Transportation (ADOT). As assistant chief location engineer and state engineer of location with ADOT, he was instrumental in implementing the use of project assessments in project programming and in placing focus on the control of scope, schedule and budget to improve overall project delivery. He implemented the use of corridor studies to define long-range vision and implementation plans for state routes throughout Arizona. He also played a key role in the startup of the 1985 Maricopa Association of Governments system.
As a senior engineer with WSP |Parsons Brinckerhoff, he is responsible for technical review and oversight of scoping documents, design alternatives, design concepts and construction plans for urban freeway and rural highway projects throughout Arizona. He also provides technical guidance and background on highway design criteria, development process, and project and program funding.
His recent projects include corridor management of 38 miles of Interstate 17, providing the design concept and implementation plan for the reconstruction and widening project and development of the design concept and implementation plan for new freeway construction along a 40-mile stretch of State Route 303L.
“I am honored to be included with previous recipients of this award, many of whom were, like myself, involved with the development of regional coordination, planning, funding and implementation of the Maricopa Association of Governments freeway system and expansion of the statewide transportation system,” Louis said.
