Luhrs City Center adds La Madeline, Serafina Coffee & Monroe’s
There is a new level of energy at Lincoln Property Company’s (LPC) Luhrs City Center this summer, where two restaurants have celebrated their grand openings at the historic downtown Phoenix mixed-use tower and another new restaurant concept has committed to space.
La Madeline Country French Café and Serafina Coffee Bar are now open and operational within the building’s fully renovated ground floor. This month, Monroe’s Chicken – a new restaurant concept offering organic cage-free chicken breast sandwiches and Southern side dishes – has also committed to a ground-floor lease.
The restaurants join nationally renowned and award-winning Bitter & Twisted Cocktail Parlour, also located in ground floor space at Luhrs City Center.
“Downtown Phoenix is expanding so quickly and dynamically,” said Lincoln Property Company Director of Real Estate John Orsak. “Being able to contribute to that growth with the office and retail renovations at Luhrs – and now with our restaurant openings – is gratifying. It adds energy for our tenants and those who live and work in the Luhrs neighborhood.”
According to Downtown Phoenix Inc., the downtown submarket is home to more than 195,000 employees benefiting from more than $5.5 billion in real estate, transportation, education and related investment since 2005.
This includes the activity at Luhrs City Center, where LPC has restored the building to its original red brick interiors and exposed beams, created 15,995 square feet of fully renovated ground floor restaurant and retail space, added streetscape improvements, returned the Luhrs garage to Class A institutional quality and modernized plumbing, electrical, elevator and HVAC systems.
The work earned Luhrs City Center a “2017 Redevelopment Project of the Year” award from the Arizona Chapter of the National Association of Industrial and Office Properties (NAIOP).

“Hot chicken has become one of the most popular national food trends of the last few years,” added Allen. “We’re proud to bring that trend to downtown Phoenix with the addition of Monroe’s Chicken.”
On the ground floor, La Madeleine has signed a 10-year lease as part of a major franchise expansion effort and Serafina Coffee Bar owner Damian Serafine has expanded his popular Phoenix coffee footprint with a new location. Monroe’s Hot Chicken will join Luhrs City Center in December with the first-ever location for the new food concept.
Together, these restaurants will occupy more than 6,054 square feet of restaurant/retail space at Luhrs City Center, leaving approximately 9,800 square feet of ground floor space available for lease.
Originally delivered in the 1920s, Luhrs City Center is a National Historic Landmark located at the southwest corner of 1st Avenue and Jefferson Street, in the heart of downtown Phoenix. The mixed-use project includes 157,735 square feet in two office towers, a ground floor retail component and on-site parking garage. Luhrs City Center sits within a city block that includes direct Phoenix Light Rail access, the nationally renowned Bitter & Twisted Cocktail Parlour and the 19-story Marriott Phoenix Downtown hotel.
