Although apartment construction in 2025 is shifting heavily to the South — now accounting for more than 50% of all expected completions — the Phoenix metro area pierced the top 10 dominated by Southern locations and secured the title of the 4th busiest apartment builder in 2025.

Here are the details:
- The Phoenix metro area is set to complete 21,188 new apartments in 2025. That’s 5,500 units behind the podium, but it’s still among the only four metros to build more than 20,000 units in a year.
- Leading the way in the metro is Phoenix with 6,409 units. The East Valley accounts for almost 7,500 more units, led by Gilbert and Scottsdale with 2,000 units each, while the West Valley is set to welcome 5,300 units led by Goodyear with 1,600 units.
- Looking at the top 20 biggest builders of 2025, some of the other significant metros in the West are Denver, CO, 12,662 units, Los Angeles, CA, 12,558 units and Salt Lake City, UT, with half as many, almost 6,500 units.
- Nationwide, half a million apartments (506,353 units) are to be completed this year, 52% of which are in the South and 25% in the West.
The top builder of 2025 is New York with around 30,000 units, followed by Texas’ big hubs, Austin and Dallas, with approximately 29,000 and 26,000 units, respectively.
